Vehicle Tax Registration Form

Use this form to register a vehicle. New residents or those registering a motor vehicle for the first time must register their vehicle within 60 days after purchase or entry into the County. Simply download this form and mail it to the address above. Alternatively, you may register by phone, in person at the Government Center, or using our online vehicle registration tool. Boats, boat motors, trailers, mobile homes, and airplanes that are parked or normally kept in the County as of January 1 each year must be reported by May 1.


Vehicle Tax Appeal Form

Use this form if your vehicle was in less than average condition and you wish to appeal to the Department of Tax Administration. Submit completed form via email to dtappd@fairfaxcounty.gov or mail it to Department of Tax Administration, 12000 Government Center Pkwy, Suite 261, Fairfax, VA 22035. This document lists the requirements for a Letter of Authorization (LOA) that must be submitted by anyone acting as an agent for a vehicle owner in Fairfax County. No confidential information can be discussed or released without a valid LOA on file.

2022 Personal Property Mobile Home Filing Return

Use this form to report ownership of a mobile home in Fairfax County. This form shall be submitted to the Department of Tax Administration within 60 days of the date the mobile home was purchased or moved into Fairfax County, in order to avoid a penalty of 10% or $10 (whichever is greater).

2023 Board of Equalization (BOE) Appeal Form and Board of Equalization (BOE) Multi-Parcel Spreadsheet

Use this form if you believe that your real estate has been over-assessed in comparison with similar properties or in relation to fair market value and you wish to appeal to the BOE. For more information on the Board of Equalization and appeals, go to the Board of Equalization homepage.

By law, appeals to the Board of Equalization must be postmarked by midnight on June 1. If submitting via email or dropping off, it must be received by 4:30 p.m. (EDT) on June 1. If June 1 falls on a weekend or holiday it must be received by the same time on the next business day.

2023 Commercial Income and Expense Survey Forms and Instructions

Please click the link above to report your commercial property's annual income and expenses for 2022. Surveys should have been completed and returned no later than April 3, 2023. However, if you have recently received a second notice, surveys should be completed and returned by October 16, 2023.

Application for Exemption from Real Estate Taxation

Use this form to apply for an exemption to your real estate property tax. The Virginia Constitution generally requires that all real property shall be taxed, but state law does provide certain exemptions. The burden of showing that an exemption applies is on the person who seeks exemption.

Business, Professional and Occupational License (BPOL) Application and Instructions for new businesses

If you are a new business and are applying for a Business, Professional and Occupational License for the first time, use this form to apply. If this is NOT your first time applying for a license, please contact our office to have the correct form sent to you. Businesses, professions, trades, and occupations must file. Individuals engaging in most home occupations and self employment must also file if gross receipts exceed $10,000. Affidavit for Exemption from State Licensing Requirement—for Contractors, Architects, and Engineers

Form is to be used by contractors exempt from the requirement to submit a state contractor’s license, or by architects and engineers exempt from providing a copy of their state professional license when applying for a Fairfax County Business, Professional & Occupational License (BPOL).


Business, Professional and Occupational License (BPOL) Exclusion Worksheet and Instructions

This worksheet is to be used as an attachment to the business license application to identify exclusions and detail certain adjustments that are allowed by the Fairfax County Business, Professional and Occupational License (BPOL) Ordinance (Article 7, Article 7.1, Article 7.2) and the Code of Virginia, Title 58.1.


Local Business Tax Appeals Information

The Virginia General Assembly has instituted provisions that provide taxpayers with an option for problem resolution, without incurring the time and expense associated with legal proceedings. Any person or business assessed a business, professional and occupational license (BPOL), machinery and tools or business tangible property tax may seek a review of their assessment. To be entitled to these provisions, you must first file an appeal in accordance with the process outlined in this document.

2023 Miscellaneous Fairfax County Business License other than Business, Professional and Occupational License (9-OA)

The Fairfax County Code requires certain types of businesses to pay a license tax in addition to any tax which may be due under the Business, Professional and Occupational License (BPOL) ordinance. Transient Occupancy Tax (TOT) Filing Form

Transient Occupancy Tax (TOT) is applicable to any public or private hotel, inn, apartment hotel, hostelry, tourist home or house, motel, rooming house, any place that offers short-term lodging. File using the applicable (county or town) form above or, for non-zero filings, use our new online application to file and pay.

Pursuant to Virginia code 58.1-3826, all accommodation intermediaries/businesses offering guest rooms as define above are required to file a return and remit the tax amount monthly on or before the last day of the month covering the amount of the tax collected during the preceding month.

Beginning October 1, 2022, third party accommodations intermediaries became responsible for filing and paying local lodgings taxes in Virginia.

The total Transient Occupancy Tax for businesses in Fairfax County is calculated at the rate of 7% (2% for general transient occupancy tax + 2% for tourism + 3% for regional transportation) on the gross room rental, less any exempt rentals and refunds.

The total Transient Occupancy Tax levied by Fairfax County for businesses in the Towns of Clifton, Herndon, and Vienna is calculated at the rate of 5% (2% for tourism + 3% for regional transportation) on the gross room rental, less any exempt rentals and refunds. This is in addition to Transient Occupancy Tax levied by the towns.

In an effort to promote uniformity among localities, the Commissioner of the Revenue Association of Virginia developed a TOT filing form that can be remitted to any locality in the Commonwealth. Its use is not limited to accommodations intermediaries, however, anyone wishing to file their Transient Occupancy Tax manually (rather than online via our Business Tax Portal) may use this fillable pdf form and submit it with a check.

2023 Short Term Daily Rental Certification and Quarterly Tax Return

The Fairfax County Code Chapter 4, Article 21, requires certain types of businesses to pay a short term daily rental tax in additional to any taxes that may be due under the Business, Professional and Occupational License (BPOL) Ordinance. The ordinance provides the levying in the amount of 1% of the total gross proceeds. Short term rental businesses are from transactions involving rental periods of ninety-two (92) consecutive days or less.


Application for Exemption from BPOL and Tangible Personal Property Tax

This application for tax exemption in Fairfax County is to be used by nonprofit charitable, educational, or recreational organizations only. To be exempt, an organization must meet the requirements for exemption as set by the Code of Virginia and the Code of County of Fairfax.

Business Closure Form

Form is to be used if permanently ceasing to engage in a business, profession, trade, occupation or calling within Fairfax County during a year for which a license tax has already been paid.


Affidavit Affirming Vehicle Ownership and Use

This form must be used to request exemption from personal property taxes for vehicles owned or leased AND used by churches and religious organizations for charitable, religious, and educational purposes.

Automatic Installment Application Form

Fairfax County now offers the option to prepay personal property taxes through automatic installments debited electronically from your bank account. This installment program is also available for real estate tax payments, unless you already pay those taxes through monthly escrows to mortgage companies. Starting October 2022, Fairfax County is partnering with PetData,Inc. to provide dog licensing services for the county. PetData will handle everything from mailing animal licensing notices, processing payments and entering data, answering phone calls from dog owners to online dog licensing.
