NOTICE - Work from Home Refund: Am I entitled to a refund if I'm not a resident of Springdale, worked in Springdale before Covid-19, then as a result of Covid-19, worked from my home residence in 2020, 2021, and 2022 and my employer continued to withhold Springdale taxes from my paycheck?
For 2020 - You are not entitled to the refund based on the following:
On March 9, 2020, Governor DeWine issued Executive Order 2020-01D declaring a State of Emergency. House Bill 197 was signed into law on March 28, 2020, Section 29 states during the period of the Emergency Order and for 30 days after, any day an employee performs personal services at a location, including the employee's home, which the employee is required to report for employment duties because of the Emergency, shall be deemed a day performing personal services at the employee's principle place of work. The Emergency Order was rescinded in 2021 but stated that, at this point, 2020 refunds are not applicable.
For 2021 and 2022 - If you meet the above requirements, you are entitled to a refund:
If your Springdale employer continued to withhold taxes but your work location was outside of Springdale. See forms: 2021 WFH Form 2022 WFH Form

Use this form if you are a part-year or full-year Resident of the City of Springdale. Springdale has mandatory tax return filing for Residents over age 19 (if you turned 19 in the year, you are responsible for a full-years filing).

Work from Home Requirements Effective January 1, 2022, if you are a resident of the City of Springdale working from your home:
*If you are working 100% from your Springdale residence, your employer is required to withhold 2% of your wages and remit monthly to the Springdale Tax Office.
*If you are working a hybrid schedule (number of days working from your Springdale residence and a number of days working from a location outside of Springdale), your employer is required to withhold 2% of your wages earned for the days working in Springdale and remit monthly to the Springdale Tax Office.
*If prior to a “work from home” order, you worked in and were withheld to the City of Springdale and your work location has not changed, your employer does not need to change anything.
If you meet the requirement above, contact your employer to assure they are withholding to the City of Springdale
Business Tax Returns - Form BR
Use this form if you are a Business located within the City of Springdale or your Business performs work within the City of Springdale. Use this form for the following: Your employer did not withhold taxes and you owe; Your job location is in the City of Springdale, as part of your job you travel multiple days outside the City of Springdale, but your employer withholds 100% of the tax to the City of Springdale and your entitled to a travel refund; Your employer, in error, withholds City of Springdale tax but you did not work in the City of Springdale. Do not use this form if you were sent to work from you home residence outside of Springdale as a result of Covid-19, for this Use Form WFH.
