The Division offers various filing Services for professionals and practitioners, including software developers, tax service firms, tax preparers and payroll companies. The services include Federal-State Modernized e-File (MeF) for personal and business taxes and secure bulk filing for: withholding and wage reporting returns; withholding returns and wage reporting; informational returns NJ-W3/NJ-W3-G/NJ-W3-UNC (Income Tax Reconciliation forms), W2/W2G, and 1099 forms; and healthcare-related forms 1095-A, 1094-B, 1094-C, 1095-B and 1095-C.
The Division offers the federal-state modernized e-file program (MeF) for:

To participate in MeF, companies that are new to New Jersey must submit a completed Letter of Intent (LOI) to e-GovServices@treas.nj.gov. If the Division accepts the LOI, we will grant the company access to the State’s schema via a secure portal and require the company to submit test cases based on the schema. If the results are acceptable, we will grant the company permission to submit returns. Testing is open all year, except when the IRS’ scheduled shutdown/cutover begins (refer to the IRS Modernized e-File status page).
The Division processes electronically-submitted forms WR-30 (Employer Report of Wages Paid) and NJ-927/NJ-927W/NJ-927H (Employer's Combined Withholding and Insurance Contribution returns).

WR-30
All businesses must file WR-30 reports electronically. Both Internet and Secure Electronic Bulk Filing options are available for employers and professionals.
You must register for the bulk filing option and submit files in accordance with the State’s file layout format. You may access the registration form and layout online (registration form ; layout ). You may also obtain the form and layout by writing to the State’s current service provider, Axway, at AxWay.Admin@treas.nj.gov.
After registering for the Secure Electronic Bulk Filing option, you will send a test file using the required file format layout to Axway at AxWay.Admin@treas.nj.gov. After receiving approval of your test file, you will be cleared to send live files through the secure bulk filing service.
NJ-927/NJ-927W/NJ-927H
All businesses must file forms NJ-927/NJ-927W/NJ-927H and make related payments electronically. Both Internet and Secure Electronic Bulk Filing options are available for employers and professionals.
For the bulk filing option, you must submit files in accordance with the State’s file layout format. You may submit payments with your secure bulk NJ-927/NJ-927W filings via Axway. You may also pay using electronic funds transfer or our online application.
Forms NJ-W3, NJ-W3-G, NJ-W3-UNC, W2, W2G, and 1099 can be filed electronically through the State’s current secure electronic bulk filing service provider, Axway. To participate in the bulk filing program, you must first send a test file for approval to Axway. You may view the required file layout format online or request the information by contacting DORES at e-GovServices@treas.nj.gov.
New for Tax Year 2020
Insurers and employers may file these returns through the Division’s Secure Electronic Bulk Filing option. If you already have credentials to use the option for WR-30 and/or NJ-927 purposes, you can use them to log into the filing service and submit these health-care related forms. If you do not have Secure Electronic Bulk Filing credentials or need technical specifications, contact us by emailing e-GovServices@treas.nj.gov.
We accept the federal XML Schemas, which the IRS provides by tax year.
For tax year 2019, we will accept 1095A, 1094-B, 1094-C, 1095-B, and 1095-C.
If the federal government discontinues, substantially alters, or makes unavailable Forms 1095-A, 1094-B, 1094-C, 1095-B, or 1095-C, New Jersey will deploy similar forms and require they be sent to the State and to New Jersey taxpayers.
